I think it has more to do with the fact that Mexico wants to remain a sovereign nation. Although Chapman was doing the right thing the fact is that if Mexico allows this case to take precadence it will open up the flood gates for the United States to cross those borders and snatch up anyone they see fit.

Now just imagine if the States had come in and snatched up Mark Emery.
