it's called the PIT maneuver (Precision Immobilization Technique) and it won't make the other car do a 360.

depends on the weight of both cars
and the angle ur hitting at
if lets say 2 civics crashed
45 degree angle to rear quarter panel
probably about 50kph
30 if its raining

if you got going fast enough, the car wouldn't move. the back end would just shear off.
