Its Microsoft's Royale Noire theme. Its free, doesn't require patching of the Uxtheme.dll file, and won't cause a hit on your performance like even the most basic WindowBlinds theme. You can get it HERE or you can pick up the Zune theme HERE which is essentially identical save for an orange start button instead of a green one.
