We have our share of welfare cases here, not sure if it's more than anywhere else.
If there is anything that can be said in favour of the people that I know who are on welfare (and I'm not talking about the people who really do deserve welfare support), it's that they are all a little flakey, or eccentric, or a little stupid. In a society that did not have welfare, I'm sure that they would all be working, not in the best jobs, but they could work. In fact most of them do a small amount of paid work to get extra cash. But we provide them with an easy alternative to working, and once they get on the welfare role they have no reason to shape up. It's really a form of guaranteed annual income.
Here's info on 3 other people I know of:
#3 - a guy who pretends to have migraine headaches so he gets the disabled welfare amount. Fortunately the headaches do not prevent him from playing tennis, windsurfing, and driving around in old Mercedes. He often manages to head off to do "missionary work" in warm places (most recently Southern California).
#4 - a guy who picked up an underage girl and brought her to his apartment, then went into the bathroom and walked out naked. The girl freaked out and left and told police and he was charged and convicted of something, but I think nothing more than this actually happened. He could have contested the charge, but he wanted to get convicted and sent to prison so he could do - missionary work (is there a pattern here?). He now has a criminal record so is almost unemployable (he makes sure prospective employers know about the record). But he got no jail time, and NOW he decides he wants to appeal the conviction. So we have to pay lawyers for this guy, plus welfare. BTW I know of this guy second hand - he's not my friend.
#5 - a 30 year old single woman has the biological clock ticking, decides she MUST have kids. So she picks up this bozo and shacks up with him for a month, gets pregnant, the bozo leaves, and she has a kid and goes on welfare. Two years later, she repeats the exact same cycle with bozo #2. Now we are paying to support this woman and her 2 kids, for the next 20+ years. Her reason for having unprotected sex: God will decide if she should have kids. BTW this woman's mother also had her family the same way - find a bozo, get pregnant, go on welfare - so this is a multi-generation cycle.
