Plaza WILL be a Casino...
Some of you posted/mentioned about Plaza not being turned into a casino. In will in fact be turned into one... the issue on Tuesday was to do with slot machines going into the casino and the zoning around it.
Here is the official story from The Province: [b]Vancouver council OKs casino rezoning after all City hall reconsiders 4-4 vote of the day before, reversing itself on slots[b] Frank Luba The Province Friday, March 12, 2004 A new casino with 600 slot machines could still be up and running by August at Vancouver's Plaza of Nations. Vancouver City Council yesterday reconsidered and then approved a rezoning application that had failed Tuesday night on a tie vote. Councillors Anne Roberts and Peter Ladner voted in favour of reconsideration, giving two-thirds majority required to bring the issue back for a new vote on third reading of the rezoning bylaw. City officials said Tuesday's defeat of the bylaw had violated council's procedure because third reading of a bylaw is normally a formality to the legal wording of the bylaw. Casino proponents were pleased with the reversal of the third-reading rejection. "Staff said the oldest planner had been there 28 years and it's never happened in their time," said John Horgan of IdeaWorks Consultants. "I think it speaks well to the council, to be honest," he added. "They recognized they made an error and they reconsidered it as quickly as possible." The city is expected to collect an estimated $10 million to $12 million a year in revenue from the casino, a joint venture of the Royal Diamond and Grand casinos. Proponents hope to be operating as early as August. Roberts and Ladner both oppose the slots that are to be part of the casino and both had voted against the rezoning at third reading of the bylaw Tuesday. But with COPE Coun. Jim Green absent Tuesday, the 4-4 vote killed the rezoning -- contrary to 5-4 approval that had followed the public hearing on the topic in January. After voting to allow the bylaw to be reconsidered yesterday, Roberts then voted against the bylaw along with fellow COPE and slots opponents Fred Bass and Tim Louis. Ladner voted for the rezoning because he said it was the proper procedure. "It doesn't change my opposition to slot machines," Ladner said. "But there's a much bigger issue here, which is how the city deals with developers and people doing business with us. If we can't be trusted to stick with a decision then a whole lot of worse things happen than slot machines in the Plaza of Nations." Mayor Larry Campbell, a casino supporter, had been irate Tuesday but was much happier yesterday. "I don't think when the four councillors voted [Tuesday] that they recognized the ramifications of it," said Campbell. "I know I didn't. "It became clear it was way beyond whether you pass a bylaw or not. It affects everyone touched by a bylaw. Basically, you have no certainty." |

I think now you understand why Plaza is done as of the end of April... They need to get started on construction ASAP as that only leaves them three months to do what they need to do. |
