is it hard to put on an event there? it should be hard to throw a quality event no matter what city you're in, because you should be working your ass off on making it the best possible ;)
but if you're talking illegal parties, then YES it is hard.
how many people usually attend? that all depends on the type of party and how many people you target it for. usually the small locals only parties thrown by first time promoters will bring out around 100 people.. there are a lot of factors that influence how many people will attent.. date is the biggest one imo. if its around a massive, your attendance will be lower as ravers are brokeasses and can't afford to party hard two weekends in a row
are the cops assholes?again this is a very general question. it all depends on how you treat them. if you're doing an illegal show, you have about a 95% chance of them showing up at some point. be respectful and listen to what they have to say. some are more easy going than others.. i've been to parties where cops show up, take a walk around to see how the party is being run (security, no booze, first aid, not breaking fire codes, etc.) if things are going okay they might just let you keep going with a few minor changes (turning music down) but then i've also been to shows where they bust in early and tell you all to go home at like 11:30.
is there any "rave bylaws"? each city in the lower mainland has their own bylaws... my knowledge in this area isn't that great, but i'm thinking that the only two you can throw permitted events in are vancouver and richmond.
and then you have the fraser valley where things are slowly expanding out to.
