I couldn't agree more. This is simply a loss, the 15 and 16 your old were both on meth when this occured, and they apparently panicked after they struck the guy and continued even after hearing the guy screaming for them to stop according to the VanSun. Those kids had a responsibilty for that moment, they could have stopped, they should have, and they made someone suffer a hell of a lot because they didn't. No punishment they can get will ever make them truly understand what they did to Grant, unless you plan to hit them with a car and grind them to a pulp for 7.5 km.
That act alone is so senseless, you have to be so detached from any kind of compassion to do that, that we should just have them exiled. Send them to a cave in the middle of a dessert on the equator with only salt water to drink.
