I was under the impression that if you want dreads you just stop washing or cutting your hair.

just pulling a name off the top of my head but why don't you try calling Abantu (on kingsway across from metrotown). if they don't do it, they should be able to point you to someone who does.

actually, why don't you just chk with any salon that does braids?
