It means "Happy New Year"...the hebrew letters are read right to left, the first set is the Shana (Year) the second set Tova (Good)...so literally it means Good Year...but its used as a new year's greeting (as an fyi, Jewish New Years is considered one of the two holiest holidays in the Jewish calander, the other one being Yom Kippur which follows 10 days later).
