it all depends if it's a force out or not.

if he's trying to steal 2nd or turn a single into a double he needs to be tagged.

if he's advancing from first on a ball hit, he can either be tagged or 2nd can be touched.

Addendum: If the runner advaces on a pop-fly, and the ball is caught, the runner needs to return to the bag before the ball does (IE, dude on second, pop fly, dude starts running for third, pop is caught, if whoever caught it gets it to second base before the runner gets to the bag, the runner is out).

My dad used to be a Little League ump. I've read the official MLB rules so many frikkin' times it's disgusting.
