Actually not it's not a fragment at all. I have a subject (the word Its, which I admit I should have put in quotes) and a verb. So try again.

The inclusion of "And" as a sentence opener is being used in a phonetic sense. My periods are supposed to be taken as literal breaks in sentences. Using "and" as an addendum to a previous though you completed in the previous sentence is one of those gray areas in English language. And remember, it's okay to break the rules as long as you know why you're breaking them.
