Ahhh I doubt that.
I think you should maybe just write him an e-mail, say that you appreciate that he seems to be interested in friendship but at this point you're not comfortable with it. Say that you don't want it to be awkward since you do live in the same area and are bound to bump into one another, but while you wish to remain on good terms, you don't think friendship is in the cards.
If you're straight-up with him he can't accuse you of leading him on or playing games, and you'll know that you communicated your true feelings from the get-go.

just say you were busy when he called and you haven't found time to call him back. eventually he'll get the picture. if he pushes it, level with him and tell him that it's a little awkward. chances are you won't run into him as much as you think anyway.
