kids with dogs

so i'm walking down the road from my house to the beach with my dog and i walk by this little girl in her front yard playing and all of a sudden i see her face dive into the grass and this little tiny maltese or whatever come running out to the road at me.. now my dog is super friendly so when it runs over to her barking it just sniffs it and the dog just lunges at my dogs neck and attacks it.. i pull my dog back and keep walking and the little girl gets up and just stands thier and is like "stop it" and the dog keeps following me. where the hell are the parents and why are they letting the little kid first off play outside by herself without supervision and second letting her contol a dog she obviously isn't ready for.. i hate white rock people, they're so nieve thinking nothing will happen..
on a side note, walking up 1001 steps after a relaxing day on the beach sucks
