all cellphones have gsp tech, which means technically it is possible 2 track ppl down but they won't because its not cost efficient. usually rogers won't give a crap if ppl are setting up stolen phones unless u make a huge fuss out of it.
yes rogers do use sim cards, but each cellphone has its own specific imei number which is also registered under any plan wether pay as u go or term basis. so they could ban the imei # from their network because its stolen..if they wanted to
