it takes the sample from fatboy slim's star 69:

"they know what is what but they dont know what is what, they just strut, what the fuck"...

.. and uses the "what the fuck" part repeatedly and its being cut up with the break beat and it has a really badass bassline

any ideas as to what it might be?
