Anti-skate

So... I got a new set of carts so I did all the zeroing/balancing of the tonearm and I noticed that one of the decks was fine, but on the other when I had the tonearm leveled, it would slide out (away from the center of the record) until it hit the tonearm rest with the antiskate at 0. I adjusted the screw on top (the one that adjusts the absolute antiskate) until it stayed put (when i put the tonearm over the center of the record it would stay still and hover)... but the thing i noticed is that when i put the tonearm more towards the center of the record, it pulls out until it gets to the center and when i put it near the outside of the record it pulls in to the center. The other deck will just hover wherever I place the tonearm. Because of this, on the one deck when I backspin near the beginning of the track its fine, but if i do it near the end it will skip. Any ideas what might be causing this? The decks are 1200 mk3s.
