Of course NORAD wasn't tracking the Plane. Their main area of concern is the ADIZ off the Coast of North America. Civil Air Traffic Control handles domestic Airspace.

Sad when things like this happen. Apparently it was a sight-seeing flight or something from what I heard on the News.
