If you're looking for a .ca domain, I haven't found anyone cheaper than my current registrar, http://www.domainsatcost.ca. $12.95 for a .ca, .com, or .net domain. I've used them for the last four years, and they're great. If you REALLY look around, you might find a registrar for a .com for like $10, but most .ca's usually cost around $25+.
