Asides from tourists with visas or students, there is a tiny population of Japanese residents in Vancouver, or those who are able to work in Greater Vancouver. The chances of ALL of the employees in that restaurant being all Japanese? 0%.

the staff is probably Vietnamese. Very rude culture. I generally get very annoyed with Vietnamese servers(for the most part) because it IS the service industry and I expect a certain level of courteousness as at least a minimum. Not saying I dislike all Vietnamese people, as I said I think it may be a cultural difference, in which case they may not even realize others are perceiving them as rude.
