I think you just answered your own question there. He didn't look right because those guys aren't supposed to be on that side of the road.

As for the second question... a hit and run and you're worried about passing in a no-pass lane? That's some priorities.

Wandering insofar as he wasn't paying very good attention and he was in the middle of a block instead of a corner or designated crossing area. Those cars were doing something horribly weird, but this is exactly the reason why jaywalking is illegal almost everywhere on the planet. Look both ways before crossing the street, kids. Lesson learned.

No, 'cause the saying isn't "look only the direction cars are supposed to be coming before crossing the street", it's "look both ways" all the time no matter what and especially so if you are jaywalking.

No, I merely lived in Scotland for 10 months. You learn how to jaywalk properly when you live in that country. Pedestrians don't have the right of way there, and cars speed up when they see you coming. You look both ways, and, like "The Gambler", you know when to run.

Either way, I think the best part of that video is the guy who walks across the street right after hit victim... and barely looks in his direction.
