whatever happened to the 4am bylaw?

as far as i can see, clubs are still getting shut down at 2am. Whatever happened to the "trial period" of the 4am bylaw that was supposed to be in effect last christmas?

first off it's not a bylaw it's a provincial law. vancouver city has yet to ammend they're bylaws to allow clubs to stay open. they most likely won't do anything until late night bus service resumes friday and saturday.
