I think that women should keep their shirts on, unless they're at nude beaches or sumthin. If i was a mother I wouldn't want my daughter runnig around topless, or if i had a son i wouldn't want him to see taht kinda stuff till he's a little older. Just do it in your own home not on the streets.

OK I was born and raised in europe and let me tell ya something........topless women are everywhere on the beaches of europe. Sure occasionally you find yourself going wow that girls got an awesome body but unless you haven't noticed you do that anyway. The way I see it is that the female body is nothing to be so defensive about just let it go if the girls want to have fun and get an all around better tan with no tans lines hey let em be. If you do not wish to bath topless thats fine too. I find people are just a little too up tight about things sometimes and people should just chill out. The argument I find funny is when people say what kind of an example are you setting for the children. Well actually the message eing sent is that the human body is nothing to be ashamed of and no matter if you are 80 pounds or 300 pounds you should be able to do what you want to do. I actualy have alot of respect for the person who's 300 pounds because that takes alot of courage. Anyways just my two cents.

Of course, the question was "should it be legal?" not "Is it legal?" so maybe i'm a little off base, but I just thought i'd throw that in.

There is obviously a time and place for topless people. Now in europe and including portugal,algarve and sagres where I've gone, The women are topeless on the beaches but they dont walk around shopping topless or go out for dinner topless. There a certain level of common sense involved but maybe people aren't ready to have that kind of a decsion because they lack common sense hence the women walking down the street shopping topless. That's just not being sensible. I'm assuming that this is the same type of person that where's booty shorts and a bra to the club and gets mad at the guys for looking at them. Common sense that's all I ask.

Half the world sees nothing wrong with women going topless. Especially at the beach. And if anyone has traveled to these countries, they will probably agree that after a couple of days at the beach with boobies galore - the novelty wears offs. One stops even noticing them. It would be weird to see someone shopping topless or doing daily errands- man or woman.

But I really don't see it as a big deal.

While we are on the topic... big breasts or little breasts? What's your prefrence? I like the handsize ones myself. And I hate fake breasts. One of my girlfriends got them and it was a total turn off.
