Interesting note, the first of the 18 people is the president. The other 17 are the people in line of succession.
If they are within a certain distance together, any two, their orders are to run away from each other, as it's a set up. If all 18 of those people were to die, there is NOBODY in line to take over the presidency of the United States. So if someone wanted to oust the American government, they'd honestly need to kill all 18 of those people in enough time that new people can't be appointed. But good luck getting it done, as they're all HIGHLY protected people. The distance thing is so that they can't just put them all in a building and bomb them.
