My understanding is that of the testing done so far the missile defence program has really shown very little promise of working at all. The only missiles it has intercepted were done by having pre-arranged trajectory's planned for both as well as a GPS on the target. So unless an enemy plans to forwarn the US with the flight path and be so kind as to put a GPS on the missile any old conventional nuke should already be able to out wit their "star wars" defence's. It seems to me like nothing more than a big excuse to pump billions of $'s into weapons manufacturer's pockets. After all despite the massive increases in weapons spending in the US in recent years it's at no where near the level it was under Reagan relative to GDP.

The much more realistic concern is someone detonating a truck bomb contacminated with DU or other such low level radioactive materials.

I think that Russia is prolly doing it as a sharade for their people, as having military power makes people feel all warm an fuzzy inside, so they can concentrate on other shiat. Apparently their developments are still in line with the treaty signed, between them and the US.
