They were talking about this a few days ago on TechTV on my expressvu dish. CIRA http://www.cira.ca/en/home.html controls the overall system and a bunch of little registrar companies are authorized do the actual registration.

http://www.webnames.ca says they do the most registrations and seem to be associated with UBC. I dunno how cheap they are but they'd likely do it right.

I had a .com domain a few years back, at that time there was way too much crap involved in getting a .ca
