I think it would be better. Prohibitionism has never brought good results.
As we can see there are less kids smoking weed in the Netherlands where it is tolerated than there are in Germany.
In my opinion most governments work with the big big dealers ( in Italy its the mafia ) and thats why they dont tolerate drugs, so the dealers can make more money....
