Under martial law, any citizen can be stopped, searched and detained without being a suspect of a crime.
That's all he's saying, and yes, that's what's happening on public transit in London and New York. The only thing missing from it being true martial law now is the police answering to the military and a state-enforced curfew. I'm not saying they're going to declare martial law on us, but slowly and surely they're sneaking it in right under our noses...
