that's usually the case for any private governments.
I was reading an article by a NO local guitarist. he claimed that he drove a bus (personally) to NO on the day katrina hit with food, and water. He had an interesting bit saying something like, "The government doesn't give a fuck about us black people. well duh, that's no suprise. they never did, and probably never will. but this is strictly CLASS!!"
