check out some stores in and around the asain malls in richmond... I got my oakley glasses, I think for roughly 2-3 hundred less then any place in one of the more well known stores (I think it was lense crafters or something) and they were willing to haggle.

No franchise shops are going to really give you a deal on Oakleys are they are supposed to be price fixed and any shop that is caught giving a deal can have their right to sell Oakley goods taken away.

That being said tell me what model you want and I can by them 'for my own use' from my friend who owns an optical store. Should save you around 20%

If by "good places to buy from" you mean "cheap/discounted/sale priced", there's always Ebay. Don't expect find Oakley shades cheap...unless it's knockoff.
