The actual size of white rock is tiny, so a lot of people who actually live in South Surrey front like they live in White rock. Ask someone where they live, if they live on a numbered street, then they're from Surrey, a named street, then there's a good chance it actually is White Rock. It has its own bylaws, its own city council, etc. etc.

The water in white rock IS better because White Rock has its own teeny reservoir (which I believe is privately owned)...plus you actually have to PAY the water utility monthly in White Rock. Yada yada yada. Sorry, this is a strong subject for me, I did NOT grow up in Surrey :p
