Fets restaurant/bar has the largest selection of whiskey and scotch in the lower mainland.
It's right beside Havana's on Commercial Drive.Here's their menu

The largest and best selection of whiskey and scotch's is located at She Lah which is directly behind the Irish Heather.

Absolutely unreal selection there, but also extremely pricey when you get up there.
