Sick lineup. Edmonton is definitely in for a treat. Btw, I'm pretty sure they're referring to a ficticious world order, one in which party people rule the earth and smoke alot of pot. Just a guess, but I think that is the meaning behind the name of the rave. I doubt the promoters were intentionally referring to a real shadow government of any sort. I can see why someone might take offense to the name on some level, but honestly I think you'd be reading into the name too deeply.
