You can make wine for about $3 bottle but it takes a lot of experience to get it as good as commercial.
You can make really cheap alcohol with sugar water and wine yeast - basically you get (almost) flavorless wine, about 10% alc. Equipment will cost about $30 to make 20L (a large fermentation bottle called a carboy).
Then you can use a little distiller machine to increase the alcohol concentration (this takes some care to get a safe type of alcohol, otherwise you can get dangerous "moonshine" compounds). Take the resulting liquid, which is similar to vodka, and mix with orange juice. Or, mix the "vodka" with a pre-made flavour to end up with Grande Marnier or whatever.
