Google ads crossing a line?

I was looking through a thread and noticed an ad that made me click.

Legal wacky herbs?

I can understand why a lot of the ads come up, but I think drugs, legal or not is crossing a serious line. Herbs are not to used with any less discretion than illegal narcotics. Do these ads not come with filters?
