I thought about that.. you definitely need to tell/remind them that the water might be murky, or you risk a bunch of "wtf?"s
Here's what I would say though:
"Just want to remind you guys that tap water is a bit turbid right now.. it's supposed to be safe to drink but I just don't want you to be surprised."
I say leave out the mention of alternatives entirely. They know they're at a restaurant (cafe?) and have options.. they'll understand your obligation to bring it up.. and will probably be a bit put off by the idea of a cloudy drink of water.
Then again, I'm thinking of what would work best on me, and I'm probably not like 90% of the population..
I'm sure you know what you're doing :)
