Western culture would never accept the idea of something considered so very "wrong", though the government could easily profit off it if it were to be regulated and controlled.

Yeah, but it seems that a lot of the major cities on the West coast are a lot more liberal-thinking than the rest of what's considered "Western Culture" it seems. San Fran and Vancouver in particular.
The meat and potatoes of the righteousness of Western Culture seems to come from the midwest and the "Bible Belt" One of the things though is that Vancouver does intersect a lot of eastern cultures in its city. Traditionally the divide between "Western Culture" and "Eastern Culture" is really just based in ancient Europe - the old orient and occident. Oriental was eastern culture (what eventually became Asia) and Occidental was Western culture (what eventually became Europe). Last time I checked, I could still say "Merry Christmas" here without having some hippy liberal douche bag telling me I have to say "Happy Holidays" instead.
This is still western culture, it's not just the "bible belt" areas. For the record, I was raised roman catholic but have nothing to do with any church anymore.
