The reason he is doing this? Since the duties were imposed, Canadian lumber producers have been taking heavy advantage of the rise in the US dollar and have invested heavily into Montana lumber producers. Several have been completely bought out and dismantled.
If this money was returned to the Canadian lumber producers, they know it would mean the end of the US lumber industry, as Canadian producers are targeting areas with lumber lobby friendly govenors, congressman and senators. With the recent soar of the loonie, they would be getting almost par on the 3+ billion for Montana and Colorado buyouts, eliminating US jobs.
I hope they get their money back. :-)
