According to what would be listed in an atlas as a city:
Village = >1000
Town=10 000
City=100 000
Metropolotis= 1 000 000

It should be in the back of pretty much any atlas.

But then it depends what country the atlas is from... and besides, population is only one factor of many that determine a town's "cityness" - it really depends on how the town is administered and governed. Most of the places in the lower mainland that are considered cities are below 100K for population.
