sand the wood with some 80 grid then work your way up to 100 then go to 220 after that you should have the all the bare wood exposed, then stain/paint away. see i've learned something in wood shop.

you can do 2 diff things

1)take it to a shop and get it dipped in acid which will strip all paint off.. im not sure about prices

2)start with 40 grit sandpaper taking off all the paint you can

after you have removed most of the paint you will want to increase the grit of the sandpaper to 100 grit or 120... resand the whole chair with that higher grit and then redo it again with 200 or 300 grit sandpaper... now the chair should be smooth as a babys ass...

if you want help i will be more than happy to show you what to do.. i have already stripped and repainted chairs in my house.

Like everyone said, sanding it with a low grit (I don't know about going as low as 40 though, 80 should be fine) Then moving up, 120, 160, 220. Make sure you use the finner grits as well, don't half ass it at the end if your tired, because if you don't do a good job with the 160, or 220, your going to have a ton of scratch's showing when you stain it.

It takes a lot of work, but it is the best way of doing it.

also make sure when your sanding that you go with the pattern of the wood. Otherwise if you go the opposite direction then it won't look good at all.
