The problem is that it's a $19 Billion wasted on something that doesn't promise any results. It's claimed that it doesn't act as a gps device and merely allows a device to read the information when scanned. Ever heard of a bar code? Beyond that isn't that the point of making high quality visa/passports that are hard to counterfeit and using that along side records on their computers?
