Usenet is like an e-mail list but instead of it being delivered to your inbox, you go to it like a website. You need access to a usenet server (there are many public ones) and a newsreader. Most e-mail programs double as usenet programs (except outlook), but if you're looking for file transfers you probably need one that's designed for transfers. newsgroups usually limit filesizes so the information you download off them is usually coming from multiple postings. You'll need a program that'll chunk them all together (and decrypt them as they're usually encrypted)
