Kant holds that one should never lie.
This includes telling the truth when the Nazis ask you whether you are concealing any Jews in your basement. Rather than tell a lie you should leave the Jews to their fate.

What Kant may have had in mind is the following:
i. If there was a law that permitted lying and everyone knew about it, then no one would believe anyone else's testimony.
ii. If no one believed anyone else's testimony, there would be no opportunity to give one's word.

Therefore, the rule permitting lying is self-contradictory.
(It is contradictory in the way that the rule permitting promise breaking is contradictory: no one would ever take promises or testimony seriously if there could ever be lying or promise-breaking, so there would be no point to promising or giving testimony).

The difference with rule-utilitarianism is that the utilitarian always considers the consequences of having rules of a certain kind. For example, a justified rule may hold:

"it is permissible to lie or break your promise in circumstances of a certain kind (e.g. you are sheltering refugees from a brutal regime)”

Whether the rule is justified depends on whether the rule’s adoption would lead to a net gain of utility. But Kant is not interested in testing maxims according to their consequences.
