keep an eye on the bartender. If people are lollygagging by the bar he's probably looking for someone who's ready to order.

That's generally how I've found it works around the plaza. Haven't ever had a problem getting a beer there.

That goes for anywhere!
always look out for the bar tender that is ready, then go to that tender the whole time, drop some massive tips, most cases, you can stand near their till and get served immediately after that.
