don't worry shannon...public transportation is way better in toronto anyways...you can probably get around just as fast in a bus, streetcar or subway as you could in a car.

I rented a car in Toronto when I was 20. I don't remember the company, you just have to call around and you'll find someone who will rent it to people under 23 (I think that's the regular age limit). And it was really really cheap too! Good luck :)
