2 words for this "junk politics." It's what Bush is best at and the only reason he has any chance of being re-elected. You replace meaningful debate about the real issues with emotionaly/religous loaded policies. It's the "I'm just an average caring guy with the same sort of concerns as you (so don't concern yourself with any real issues...)"
