It goes far beyond the governing of municipalities.
It starts in the house of commons. Mayors can only work with what theyre given,not for profit societys can only work with what theyre given.
If the budget is not there,no one will reap the benefits of much needed services. It has SFA to do with wether or not a mayor is willing to acknowledge if there is a drug problem or not in his/her municipality. To my knowledge the mayor has little say in how funds are to be spread out that is passed down from the federal government. Even provincial government is to determine where,when and how much and for whom the funds will be dispursed.
