well i lived in Iran for some 8 years (country which people like you may call "dirtier" than Iraq!). ive seen shit in my childhood and ive taken shits in my childhood. the country is not dirty.
surely poverty exists.. (doesn't it everywhere?).. but there are a lot of beautiful aspects to it as well. Just because the country went bankrupt 2000 years ago - does not make it dirty.
If you mean literal "dirt" then you're mistaken as well. You can not really compare Iraq to Afghanistan. like mapleleaf said, its no garden of eden... but its pretty decent. there exists all sorts of clean water, food, shelter and what have you... the only factor which makes it seem "dirty" to you is the excessive amount of poverty that exists.

It's not the actual meaning of "dirty". I was talking about the Society,the Government at this moment.
Not the nature, or environment.
Iraq is a mess right now. Im sure you follow the current events... It doesnt have beautiful aspects to it anymore.
I didnt talk about poverty.
