My friend now is trying the Telus Lite account, $20 a month. He gets only 117 kbits/sec download (about 3X faster than dial-up modem) and 500 kbits/sec upload.
Looks like they limit the download speed (which is the important number) and leave the upload speed at the full rate.
He says it definitely feels slow, but useable, and he will upgrade to full speed later on when he has more time for surfin etc.
I've been told the fullspeed Telus is usually pretty constant at 1500 kbits/sec download.
I use Shaw standard hi-speed account and get usually in daytime 2000 kbits/sec download and 400 upload, but up to 4500 download in wee hours and sometimes as low as 700 download during primetime around 9 pm.
