Since, their hasn't been very good solutions. I have an idea, send them a letter from a unknow person thats doesn't like it. Or u could send them hate mail.. from a radome person..... alot. I had a similar problem on a smaller scale. Their house was side to side to ours and she would scream so loud, children thought she was dying. It was going on for a long time, until my sister just shouted "Shut the fuck up, bitch!" through the window. From that time on, they weren't loud anymore. May be, your couple just needs to realize that people can hear them. Otherwise, look up "noise" in the city bylaws; the city can help, too.
