That would've been the Steven Spielberg/Warner Brothers team up to make a Post-Chuck Jones-style Looney Toons using new younger characters that also served as a precursor to the great animated classic (Why is the 90s classic? I don't know!) Animaniacs. The name of the show was Tiny Toon Adventures. The character was a baby version of Plucky Duck, the Daffy spinoff.

Dizzy Devil later contributed to the Tazmanian Devil (later known as "Taz") to get his own show called Taz-Mania. Taz's popularity continued to rise since then.

Animaniacs was insanely funnier though. "I think so Brain, but where are we going to find saran wrap and a rubber hose at this time of night?"
